Engaging Pelham

The <a href="https://www.pelham.ca/en/business-and-development/resources/Documents/Planning_OfficialPlan/Official-Plan.pdf" target="_blank" title="Open new window to view Official Plan"></a>Official Plan is a municipality&#39;s blueprint for the future.&nbsp;The Plan contains policies that guide municipal planning decisions and information on the future expansion of the Town&#39;s network of roads, water mains, and sewers. The schedules (maps) show where residential, commercial, industrial, institutional, and recreational development can go and what areas must be protected from development.In late 2022 the Region of Niagara Official Plan was approved by the Ministry of Municipal Affairs and Housing. The Town now has a responsibility to bring the current Town of Pelham Official Plan into conformity with the Niagara Regional Official Plan.Picturing Pelham - Official Plan Review will review and update the existing policies of the Plan in context with the new Regional Official Plan and new Provincial Planning Legislation.As part of that process, the Town has retained a consultant to conduct the conformity review of the existing Official Plan, which is to identify and provide recommendations on where the Official Plan needs to be updated to conform to:<ul><li>Provincial legislation, including recent changes made to the Planning Act and other legislation;</li><li>Provincial Policy Statement 2020;</li><li>Provincial Plans, including the Growth Plan for the Greater Golden Horseshoe (2020), Greenbelt Plan (2017) and Niagara Escarpment Plan (2017); and</li><li>The recently approved Region of Niagara Official Plan (2022)</li></ul>It is anticipated that the consultant will have the conformity review completed and a draft conformity report prepared by the end of April 2023. The conformity review will include a review of the Town of Pelham&#39;s community profile, assess various policy drivers, and identify policy conflicts, gaps, and opportunities.The conformity report will be shared with the community and with various agencies, i.e., Region of Niagara, Niagara Peninsula Conservation Authority, etc., for review, input, and comment.&nbsp; **Stay connected to the Official Plan project by following this page to ensure that your comments and input can be included. **

Town of Pelham Official Plan 

Pelham&#39;s Municipal Natural Asset Management Plan (MNAMP)With $67,377 in funding support from the <a href="https://www.greenbelt.ca/">Greenbelt Foundation</a>, the Town of Pelham will begin the development of a Municipal Natural Asset Management Plan (MNAMP) to be included as part of the Town&#39;s Asset Management Strategy. The natural asset survey will focus on Greenbelt areas within Pelham, providing a guide for the Town of Pelham to value and account for natural assets in both financial planning and asset management programs.Natural infrastructure provides cost-effective and sustainable solutions to address climate change impacts and maintain community services. The investment from the Greenbelt Foundation for this project will assist Pelham in protecting, restoring, and maintaining ecological connectivity and biodiversity across the municipality and the Greenbelt.Other project outcomes include:<ul><li>Establishing a policy basis for the integration and management of natural assets into the Town&#39;s asset management program</li><li>Support of evidence-based planning for future infrastructure needs</li><li>Evaluation and determination of the condition of the natural high-risk assets, their value and lifecycle costs for the management of the asset</li><li>Prioritizing restoration of assets, and a basis for the robust ongoing maintenance and monitoring of these assets</li><li>Providing a holistic, evidence-based review that will secure core local government services, including stormwater management/flood risk reduction, erosion control and long-term co-benefits, such as nature-based recreation and climate change mitigation</li></ul>The Town will complete this project with project support from the <a href="https://mnai.ca/" rel="noopener noreferrer" target="_blank">Natural Asset Initiative</a> (NAI), a non-profit organization that helped define and pioneer natural assets management. This approach aids local governments in understanding, accounting for, and ultimately protecting, restoring and managing nature as a vital asset.Since 2005, the Greenbelt Foundation has funded and leveraged more than $100 million through investment in its interconnected natural, agricultural, and economic systems to ensure a working, thriving Greenbelt for all.
