Letter of Concurrence

The Town of Pelham has received a request to provide a Letter of Concurrence for a proposed telecommunication antenna structure.

The proposed tower is a 30-metre monopole tower structure designed to support multiple co-location opportunities. The tower is proposed to be located at 1022 Pelham St., Pelham, ON, on a Neighbourhood Commercial (NC-108) zoned property.

The intent of the proposed tower is to strengthen the telecommunications network in order to support increased demands for better consumer connectivity, the digital economy, and health and safety measures in the community.

The Federal Government, through Innovation, Science and Economic Development Canada (ISED), is responsible for the final regulatory decision to approve the location of the tower. ISED has adopted a policy (CPC-2-0-03 – Radiocommunication and Broadcasting Antenna Systems) which applies to anyone who is planning to install or modify a tower.

A public open house took place on Wednesday, August 30, 2023, from 5:30 - 7:30 p.m., at Pelham Town Hall at 20 Pelham Town Square in Council Chambers.

    October 2024 - The applicant is currently working with the service provider on getting their equipment on the tower. They have experienced longer than usual delays and expect the tower to be operational in early 2025. The applicant is working with the service provider to have the tower in service sooner.

    Council received Report #2023-0216 Request for Letter of Concurrence – Proposed Telecommunications Tower at 1022 Pelham Street. The federal agency Innovation, Science and Economic Development (ISED) Canada approves telecommunications towers. As part of the approval process, proponents of telecommunications towers are required to consult with the local municipality and nearby community. A copy of the report will be provided to Innovation, Science and Economic Development (ISED) Canada as concurrence with the location, siting, and design of the proposed telecommunications tower at 1022 Pelham Street, subject to obtaining site plan amendment approval and building permit approval.

    Public Open House for Telecommunications Tower in accordance with Innovation, Science and Economic Development Canada requirements and the Town’s Protocol for the Development or Redevelopment of Telecommunication Towers, dated July 2009.

    Shared Tower Inc. is proposing a 30-metre monopole Telecommunications Tower at 1022 Pelham Street.


    The purpose of the meeting is to inform the public of the nature of the proposal, invite public input, and answer questions regarding the proposed tower installation. A Shared Tower Inc. representative will be available to answer any questions. Plans detailing the proposal can be viewed on the Town’s website at:

    THIS NOTICE serves as an invitation to any interested members of the public to submit comments/questions to the individuals listed below and/or attend the public open house as detailed above.


    PLEASE TAKE NOTICE that the establishment of new telecommunication facilities is under the exclusive jurisdiction of the Government of Canada. Innovation, Science and Economic Development (ISED) Canada is the approval authority for telecommunication towers and requires all proponents of new facilities to consult with the local municipality to ensure local protocols and surroundings are considered during the mandated site selection process. The Town of Pelham Protocol for the Development or Redevelopment of Telecommunication Towers requires public consultation for any proposal for new telecommunications facilities. The Town of Pelham is a commenting body to ISED and the Applicant.
